Job Description
This is a non-merit position with the Iowa Department of Commerce Utilities Board. 

The Iowa Utilities Board (IUB) seeks an Accountant 3, to serve as its Financial Manager. The individual selected will supervise the Accounting Team. The individual should be able to demonstrate a financial background that includes budgeting experience and familiarity with the State of Iowa Integrated Information for Iowans (I/3) system, or related expertise.

Responsible for agency reporting, including GAAP reports, financial reports, Commerce Revolving Fund reports, and others. Will have responsibility for reviewing and approving travel, purchasing, contracts, and employee expenses in accordance with State Accounting Enterprise rules. Additional responsibilities include accounts receivable and accounts payable, on behalf of the Iowa Insurance Division, the Office of Consumer Advocate, as well as, the IUB. Responsibilities will be focused on project management, strategic thinking, and advising the three­member Board and upper management team. Solid IT skills and knowledge will help to ensure that the candidate is up to the task.

This is a unique opportunity to grow with a vital state agency that makes a difference in the everyday lives of Iowans. The successful candidate will work in the IUB – OCA LEED Platinum building. There will be a transition period, during which the selected candidate will work closely with incumbent and current team members. Building a network of contacts to turn to when assistance is needed within the State Enterprise will be part of the transition. A professional and courteous level of conduct is expected when dealing with the staff from the regulated industries, stakeholders, the general public, inter­agency state colleagues, and internal staff so that the image of the department is positive.

The primary role is to ensure the agency meets all of its financial obligations efficiently, per established accounting principles and state procedures. Limited travel may be required and a successful candidate must pass a background check.

Minimum Qualification Requirements
Graduation from an accredited four year college or university with satisfactory completion of a minimum of twelve semester or equivalent hours in accounting course work and the equivalent of thirty months of responsible full-time work experience in accounting, accounts examination or verification, budgeting or closely related fiscal experience with a governmental agency, public accounting firm, or private industry;
OR

an equivalent combination of education and experience substituting the equivalent of one year of full-time work experience for each year of the required education to a maximum substitution of four years;
OR

an equivalent combination of education and experience substituting thirty hours of graduate level course work in accounting, business administration or finance for one year of the required experience to a maximum substitution of sixty hours;
OR

Certified Public Accountants will qualify with eighteen months of the required experience;
OR
employees with current continuous experience in the state executive branch that includes the equivalent of nine months of full-time experience as an Accountant 2 shall be considered as qualified.
