Newborn Screening Follow-up Coordinator

The Oregon Health Authority (OHA), Public Health Division (PHD), Oregon State Public Health Laboratory (OSPHL), Newborn Screening Program in Hillsboro, OR is seeking a Newborn Screening Follow-up Coordinator with either nursing or genetic counseling experience to provide follow-up services for infants born in Oregon, Idaho, Hawaii, New Mexico, the Navajo Nation, birthing centers on Guam and Saipan, and military bases from California to Japan and Italy. The purpose is to provide timely detection and follow-up of conditions that may lead to mental and/or physical impairment or death. The Oregon State Public Health Laboratory supports state and local infectious disease control efforts, works to prevent newborn screening disorders detectable within the first weeks of life, and assures the quality of testing in clinical and environmental laboratories.

What will you do?
As the Newborn Screening Follow-up Coordinator, you will ensure the timely and appropriate follow-up of presumptive positive newborn screening specimens to optimize early diagnosis and treatment for over 30 disorders affecting newborns, 17 of which are time critical and can cause death or severe impairment in the first few weeks of life. The work of this position affects program operations on a regional, as well as a state level. You will develop patient case management policies and algorithms in collaboration with medical specialists in the areas of hematology, metabolic disorders, endocrine disorders, primary immunodeficiencies, and cystic fibrosis; provide consultation to and coordination with our regional partners; and evaluate the effectiveness of the regional program in order to develop long range plans for improvements to the quality of the services provided. You will also identify and measure indicators of program performance and the actions necessary to improve performance relative to the goals and objectives of the program.

MINIMUM QUALIFICATIONS
A Bachelor's Degree in Public Health Administration, Behavioral or Social Sciences, Public Health, Nursing, Biology or a related degree and two years of experience coordinating or administering a program related to Public Health;
OR
Any combination of experience or education equivalent to five years of experience coordinating or administering a program related to Public Health.

REQUESTED SKILLS
  • Preference will be given to applicants with either nursing or genetic counseling experience.
  • Extensive knowledge and experience relating to the operation of a neonatal screening laboratory including case management, program development, and policy and procedure.
  • Advanced knowledge of newborn screening practice standards, best practices, clinical correlation, interpretation of laboratory results, and patient care.
  • Excellent communication and interpersonal skills.
  • Ability to communicate effectively with diverse audiences to work with all members of the newborn screening system and to best represent the NBS program and the OSPHL to our clients and partners.
  • Rigorous adherence to the standards of confidentiality regarding patient information is required.
  • General knowledge of laboratory information systems used for newborn screening.
  • Knowledge of and proficiency with newborn screening information systems, Electronic Health Records, analytic applications to query data, Windows Microsoft Office (Access, Excel, PowerPoint, and Word), and HL7.
  • Experience working with data.
