Consumer Safety Officer

The Food and Drug Administration’s (FDA) Center for Tobacco Products (CTP) regulates the manufacturing, marketing, and distribution of tobacco products. Our goal is to reduce the harm from all regulated tobacco products across the entire population, including: reducing the number of people who start to use tobacco products, encouraging more people to stop using these products, and reducing the adverse health impact for those who continue to use these products. CTP's actions have significant public health and consumer protection impact and are among the most important issues faced by the Agency in its long and distinguished history.  

This position is located in the Department of Health and Human Services (DHHS), Food and Drug Administration (FDA), Office of Medical Products and Tobacco, Center for Tobacco Products (CTP), Office of Compliance and Enforcement (OCE) located in Silver Spring, Maryland.

Responsibilities/Job Duties:
  • Provide understanding of and exposure to FDA laws and regulations, administrative policies, manufacturing processes, goods manufacturing practices, and the various methods employed.
  • Accompany experienced investigators in the inspection of retailers and plants employing a variety of manufacturing processes and utilizing typical equipment.
  • Provide testimony in court regarding the condition of the inspected establishment and the circumstances surrounding the samples collected.
  • Prepare written reports that show the results of the inspections/investigations and submits the reports for review and evaluation.

Qualifications:
The position of Consumer Safety Officer falls under the 0696 occupational series. To qualify for this position at grade GS-7/9, you must meet Time-in-Grade requirements by 11:59 pm EST on 05/27/2021.
To qualify, you must meet the below qualifications:
You must possess the basic education requirements identified below to be considered eligible for the position. Transcripts must be provided with the application to validate that coursework requirements are met.

A) A bachelor's or graduate/higher level degree in quality assurance or a related degree that included at least 30 semester hours in one or a combination of the following: consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work. The 30 semester hours may include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming.
OR
B) Combination of education and experience--courses consisting of at least 30 semester hours in the fields of study described in paragraph A above, plus appropriate experience or additional education.
Experience--To meet specialized experience requirements, the applicant's work experience must have demonstrated the knowledge, skills, abilities, and competencies necessary to perform at the grade level of the position. Qualifying experience involves enforcing laws and regulations to protect consumers from foods, drugs, cosmetics, fabrics, toys, equipment, and household products that are defective, dangerous, impure, unwholesome, ineffective, or improperly or deceptively labeled or packaged.

In addition to meeting the basic qualifications for the Consumer Safety Officer, GS-0696-7/9 position, you must also meet the following minimum qualifications:
For the GS-7: You must possess 1 year of specialized experience equivalent to the GS-5 level in the Federal service or public which includes, assisting with conducting inspections on regulated industries, assisting with reviewing sample collections to ensure products are in compliance within regulatory guidelines, and assisting with preparing written reports to show inspection results.
OR
Have one (1) full year of graduate level education. (One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that number cannot be obtained from the school, 18 semester hours will satisfy an academic year of graduate study. (You must submit transcripts at time of application submission).
OR
Superior academic achievement, I have a bachelor's degree as described in the Basic Qualification Requirements above and meet Superior Academic Achievement (S.A.A.) criteria. I meet one of the following: (1) Class standing- in the upper third of the graduating class in the college or university. (2) Grade-point average (G.P.A.) - have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. 3. Election to membership in a national scholastic honor society - Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed below. These honor societies are listed by the Association of College Honor Societies (You must submit a transcript at time of application submission).
OR
Have a combination of specialized experience as described in above and higher graduate level education as described above that, when combined, equal 100% of the total requirement.
For the GS-09: You must possess 1 year of specialized experience equivalent to the GS-7 level in the Federal service or public which includes conducting inspections and investigations of retail or manufacturing industries, and collect samples and conduct field analyses on regulated products, and prepare written reports of inspection and investigations, and investigate routine consumer complaints.

Have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.
-OR-
Have a combination of specialized experience as described in above and higher graduate level education as described above that, when combined, equal 100% of the total requirement.
