The Oregon Department of Environmental Quality has a full-time opportunity for a Materials Management Permit Writer and Compliance Specialist (Natural Resource Specialist 3) in either Pendleton or The Dalles, Oregon.
To accomplish its mission, DEQ operates from a single centralized headquarters location and from multiple regional offices located throughout Northwest, Western, and Eastern Oregon. This position is in the Eastern Region and is responsible for oversight of non-hazardous solid waste management practices.
What are we looking for?
- Required Minimum Qualifications: Bachelor’s degree in a physical science, environmental science, or closely related field, AND 3 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable).*A least 1 year of your experience must be at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
- Experience interpreting rules, regulations, laws, agency guidance and procedures regarding solid waste management and disposal, recycling, waste prevention and materials management.
- Experience conducting field work including inspections of businesses and making regulatory determinations for compliance with local, state or federal, air, water or solid waste environmental regulatory requirements.
- Knowledge of project management methods, techniques and principles and experience managing complex projects.
- Experience researching complex issues and problems and proposing solutions.
- Basic science or engineering education that includes understanding principles of air, water and waste pollution control.
- Ability to deal diplomatically with angry or hostile people.
- Ability to work well with other staff members, and regulators and professionals outside the program, the agency, and outside government.
- Experience and skill in writing concise and clear reports describing complex regulatory determinations.
