WHAT YOU'LL DO
As a Marketing, Communications, and Web Design Coordinator, you will be responsible for the front-end web design of the District and/or colleges websites. You will also design and implement marketing and/or communications strategies and activities.

The current vacancy is a fulltime position (12 mos/year, 40 hrs/week) located in the Marketing, Communications, and Outreach Department at the District Administrative Center.

WHERE YOU'LL WORK
You will be based at the District Administrative Center, which is centrally located in Camarillo. As needed, you will visit our three colleges (Moorpark College, Oxnard College, and Ventura College).

The District Administrative Center oversees administrative functions and provides leadership and services to the three colleges.
The Marketing, Communications, and Outreach Department provides services including marketing, public relations, communications, news and events, advertising, and media relations.

WHO WE ARE
Ventura County Community College District (VCCCD) is a public community college district serving residents throughout Ventura County. VCCCD's three colleges - Moorpark College, Oxnard College, and Ventura College - offer programs for transfer to four-year colleges and universities; career technical training; basic skills instruction; as well as community service, economic development, and continuing education for cultural growth, life enrichment, and skills improvement.

This recruitment is being conducted to establish a list of eligible candidates that will be used to fill district-wide, current and upcoming, temporary and regular vacancies for the duration of the list, not to exceed one year.

Representative Duties

Conceptualize, research, plan, develop, design, and implement district and college marketing campaigns, including themes and content, project cost estimates, and timelines. E

Develop and conduct formal and one-on-one trainings pertaining to web design, content management systems, digital asset management, and other software or functions related to marketing and communications; provide ongoing training and assistance as necessary. E

Utilize content management systems to develop, update and maintain front-end website design and to maximize aesthetic, usability, accessibility, format functionality, and user experience. E

Design, develop, and distribute marketing assets and content, including photos, graphics, videos, blogs, and posts. E

Conduct marketing and communications needs assessments including consulting with clients, assisting with conducting focus groups, and assisting in the administration of assessment surveys. E

Establish and maintain collaborative relationships and partnerships with business entities, community agencies, and media outlets. E

Research and implement strategies for increasing website traffic and visibility through Search Engine Optimization (SEO). E

Research and implement strategies and software for personalizing and automating digital marketing activities, including email, social media, and ads. E

Research, recommend, implement, and maintain new software, tools, and technology related to marketing, communications, and website functions. E

Collect, compile, and track data analytics regarding the effectiveness of outbound/inbound marketing, communications, and website activities. E

Implement and recommend marketing-related standard operating procedures and guidelines to ensure consistency of marketing materials and practices; assist in monitoring content and branding of websites and portals. E

Maintain the content marketing management calendar; establish production timelines and calendars to ensure timely production. E

Write, edit, and distribute press releases, media advisories, newsletters, email campaigns, electronic communications, and other public written communications. E

Provide training, work direction, and guidance to others as assigned. E

Perform other duties as assigned.

E= Essential Duties

Minimum Qualifications

An associate degree from a recognized college or university AND three years of experience designing marketing projects, including experience or certification in one of the following digital marketing areas: website design or content management systems, digital marketing analytics, search engine optimization, or digital marketing automation

OR

A bachelor's degree from a recognized college or university AND two years of experience designing marketing projects, including experience or certification in one of the following digital marketing areas: website design or content management systems, digital marketing analytics, search engine optimization, or digital marketing automation

OR

A graduate degree from a recognized college or university AND one year of experience designing marketing projects, including experience or certification in one of the following digital marketing areas: website design or content management systems, digital marketing analytics, search engine optimization, or digital marketing automation

Supplemental Information

EXAMINATION AND SELECTION PROCESS:

This is an examination open to the public and current district employees seeking a promotional opportunity. To ensure consideration, please submit your application materials by April 15, 2020.

The examination process will consist of any of the following components:

A) Evaluation of Training and Experience (T&E) = Qualifying (pass/fail)
B) Performance Test and Website Portfolio Evaluation = Qualifying (pass/fail)
C) Technical Interview = 100% weighting on final score

Applicants must meet minimum qualifications stated by the filing deadline in order to move forward in the testing process. Those candidates who meet the minimum qualifications will have their application materials reviewed during a Training and Experience Evaluation (T&E). A T&E is an assessment of training and experience that has prepared the candidate for the position (including your responses to the supplemental questions). Those candidates who pass the T&E will be sent instructions for the Performance Test and Website Portfolio Evaluation. Those with the highest scores on the Performance Test and Website Portfolio Evaluation will be invited to the technical interview. The examination process is subject to change as needs dictate. All communication regarding this process will be delivered via email.

TECHNICAL INTERVIEW DATE RANGE:
Wednesday, May 13, 2020 - Wednesday, May 19, 2020

PLEASE NOTE: The Performance Test and Website Portfolio Evaluation, and Technical Interview will be conducted remotely. The Technical Interview will be conducted using Zoom or Skype. In order to participate in the technical interview, you must have access to a computer with a camera and microphone, and be connected to the internet.

ELIGIBILITY LIST:
Upon completion of the examination, the eligibility list will be compiled by combining the final examination score with applicable seniority and veteran's credits, if any. The candidates will be ranked according to their total score on the eligibility list. Certification will be made from the highest three ranks of the eligibility list. This eligibility list will be used to fill current vacancies for up to one year from the date of the technical interview.

PROBATIONARY PERIOD:
All appointments made from eligibility lists for initial appointment or for promotion, with certain exceptions, shall be probationary for a period of six (6) months or one hundred thirty (130) days of paid service, whichever is longer. Classified management, police, and designated executive classifications shall be probationary for a period of one (1) year of paid service from initial appointment or promotion.
