Positions & Duties

Additional Salary Information:
Analyst I: $33.24-$40.42 hourly; $69,139.20-$84,073.60 annually
Analyst II: $36.28-$44.09 hourly; $75,462.40-$91,707.20 annually

The actual salary will be determined by the final candidates’ qualifications and experience. Effective July 1, 2018, all employees holding positions in this classification shall receive an approximate five percent (5%) ongoing non-pensionable compensation increase.

About the Position

The Environmental Services Department (ESD) is recruiting to fill an analyst position to become a part of the Customer Information System (CIS) Operations team. The analyst will use the CIS Infinity system to manage revenue generation efforts to ensure the financial sustainability of its programs, services, and facilities. The CIS Infinity system is shared by multiple departments and provides data and billing information for ESD’s utility programs, including recycling, municipal water, storm sewer, and sanitary sewer services as well as a management database for over 350,000 residents and customer calls per year. This position will be a super user in the CIS Infinity application and will provide support for the billing and maintenance functions in CIS Infinity for all ESD programs, including assisting in system updates, maintenance, configuration, and interdepartmental operational support. The analyst position will report to the CIS functional support senior analyst and will be located at the Municipal Water System 3025 Tuers Road, San Jose, CA 95121, but may work offsite as required.

Typical duties and responsibilities include but are not limited to:
Support billing functions with the primary focus of ensuring accuracy of customer information, services, premises, and rate data in CIS Infinity.
Research and input new premises data for all programs and use outside resources to validate premises information.
Configure rates and fees in CIS Infinity and coordinate updates with internal City departments and divisions.
Monitor interface files with external vendors for bill print and online payments with the goal of validating files, identifying errors, and coordinating the corrections.
Create daily, weekly, and quarterly reports as necessary to monitor data input in CIS Infinity and make corrections as necessary.
Analyze large data files to determine data exceptions, trends, accuracy of data, and other attributes required to complete assigned tasks.
Assist with external site audits to determine types of premises and required services.
Work with multiple internal and external stakeholders in order to maintain the integrity of system information within CIS Infinity.

Minimum Qualifications

Analyst I
Education: A Bachelor’s Degree from an accredited college or university.
Experience: None.

Analyst II
Education: A Bachelor’s Degree from an accredited college or university.
Experience: Two (2) years of increasingly responsible professional staff analytic or administrative experience conducting studies, organizing and analyzing data, and preparing reports, recommendations, or conclusions for a functional area in budget, finance, grant administration, organizational analysis, general administration, or human resources. 

Acceptable Substitution: Experience as a Staff Specialist with the City of San José may be substituted for the education requirement on a year for year basis.
