Human Resources Manager

Target Entry Salary: $66,633.35 - $75,000 Annually The City of Clearwater Human Resources Department is seeking experienced professional administrative and technical managers to administer the operations of the Employment (Recruitment, Retention and Training) Division and the Benefits and Employee Relations Division within the HR Department. The Employment Manager oversees a staff of 5 full-time Technicians/Analysts. The Benefits & Employee Relations Manager oversees a staff of 3 full-time Analysts/Sr. Analysts; and a Wellness Coordinator.

Division Managers are responsible for planning short and long term objectives and strategic goals for the division and overseeing and supervising the daily activities of the staff. In addition, a manager provides support and assistance to the other divisions as needed, which include Employee Relations, Employee Benefits, Labor Relations, Compensation and Classification, and Diversity and Equity Services. Division Managers work under the general direction of the Assistant Human Resources Director.
DUTIES AND RESPONSIBILITIES:
Employment Manager duties to include: Implementing and maintaining the HRIS, recruitment, training and performance management software platforms. Supervising the recruitment process; ensuring effectiveness of selection and pre-employment procedures, maintaining compliance with applicable laws, rules, and contracts; planning, overseeing and conducting training and education program for City employees at all levels; administering the tuition refund program; conducting employee survey; evaluating and hiring consultants or vendors as needed; administering and evaluating the employee performance management process; creating and presenting comprehensive employee statistical reports; supervising the maintenance of individual employee files through laser fiche; overseeing and responding to public records requests for human resources records.
Benefits & Employee Relations Manager duties to include: Manages, oversees and implements City employees' benefits program, including medical, dental, vision, life insurance, deferred compensation, supplemental plans, flexible spending account and Employee Assistance Program. Administers and coordinates employee discount programs, blood drives and oversees Wellness Program. Oversees off site Employee Health Center, administered by a 3rd party vendor. Manages and oversees Citywide employee performance/behavior, including conducting internal investigations, Progressive Discipline, City mandated referrals, Performance and Behavior Management Program (PBMP); City Drug and Alcohol compliance; administration and oversight of the Family and Medical Leave Act (FMLA), Work Place Violence, Light Duty and Fitness for Duty programs. Chairs Committees such as Benefits Committee and Retirement Investment Committee. Represents City in performance/behavior termination appeals and arbitration.
MINIMUM QUALIFICATIONS:
Bachelor's Degree in Human Resources, Public or Business Administration, or related field; professional certification and/or Master's Degree preferred. A minimum of five (5) years of professional-level experience in human resources management, training, education, or similar experience, including prior supervisory or managerial work. An equivalent combination of education, training, and experience may be accepted in lieu of the degree. PLEASE NOTE: A completed application is REQUIRED for consideration.
