Job Description

The Iowa Department of Commerce Utilities Board is seeking candidates to fill a Utility Specialist position. This position is a part of the Federal and Regional Policy group and provides analysis and recommendations to Iowa Utilities Board (Board) regarding federal and regional issues that impact Iowa electric and natural gas utilities.
 
This position will also provide backup consultation services to Board staff on issues regarding cost of equity, cost of capital, financial matters, and related issues in case proceedings. The position participates in national and regional organizations such as Regional Transmission Organizations (RTOs), associated state associations (e.g., Organization of Midcontinent Independent System Operator, Inc., (MISO) states), National Association of Regulatory Commission (NARUC) committees, and organizations that address issues related to the electric transmission grid, natural gas transportation, and other federal and regional issues involving electricity infrastructure and regional electricity markets.

This position attends and participates in working groups and meetings of these organizations and provides timely updates to the Board regarding these issues. Some travel will be required. This position analyzes and provides recommendations and advice on issues such as return on equity, cost of capital and finance, modeling, market design, and expansion benefits and criteria for regional and interregional transmission cost assignments.
 
The position analyzes information received from RTOs, industry-related stakeholders, FERC technical conferences, testimony, exhibits, work papers, and other data. This position prepares documents that analyze these issues, identify policy positions, and present recommendations to the Board.

218 Economics
6 months' experience, 12 semester hours, or a combination of both in the social science that studies economic activity to gain an understanding of the processes that govern the production, distribution and consumption of goods and services in an economy.
Minimum Qualification Requirements
Graduation from an accredited four year college or university with a bachelor's degree in accounting, business administration, finance, economics, operations research, computer science, environmental science, statistics, industrial engineering, mechanical engineering, civil engineering, or electrical engineering, plus four years of complex analytical experience in one or a combination of the above disciplines;
OR

graduation from an accredited paralegal school with three years of legal research work experience will be considered as qualifying;
OR

thirty semester or equivalent hours of post-graduate course work in one of the above disciplines may be substituted for one year of the required experience with a maximum substitution of two years;
OR

graduation from an accredited college or university with a master's degree in one of the above disciplines, plus one year of complex analytical experience in one or a combination of these disciplines will be considered as qualifying;
OR

possession of a Ph.D. degree from an accredited college or university in one of the above disciplines will be considered as qualifying;
OR

possession of a certificate of registration as a professional engineer as issued by the State of Iowa Board of Engineering Examiners will be considered as qualifying;
OR

possession of an Iowa permit to practice as a Certified Public Accountant, as issued by the Iowa Accountancy Board, may be substituted for one year of the required experience;
OR

an equivalent combination of education and experience substituting one year of complex analytical work experience in one or a combination of the above disciplines for one year (thirty semester or equivalent hours) of the required education to a maximum substitution of four years;
OR
employees with current continuous experience in the state executive branch that includes experience equal to twelve months of full-time experience as a Senior Utility Analyst;
OR
employees with current continuous experience in the state executive branch that includes experience equal to twenty-four months of full-time experience as a Utility Analyst 2.
