SALARY:       $66,684.80 Annually

Bachelor's degree in facilities management, business administration, construction management, or a closely  related field and four years related professional level facilities management experience, of which two years must be supervisory experience; or any equivalent combination of related training and experience. A valid Florida Driver License is required and a Motor Vehicle Record that meets the requirements of Alachua County policy # 6-7;  Motor Vehicle Records will be reviewed prior to employment. If in the past 24-month period, the record shows more than 3 moving traffic violations, and/or a conviction/pending charge for driving under the influence, the minimum qualifications are not met for the position.   Requires the successful completion of a criminal history background investigation prior to employment Including finger printing and compliance with Federal Bureau of Investigation (FBI) Criminal Justice Information Services (CJIS) requirements throughout the term of employment.

  Position Summary: This is highly responsible managerial work planning, organizing, and directing the activities of the Facilities Management Department.
 
This is an emergency essential classification. Upon declaration of a disaster and/or emergency, all employees in this classification are required to work.
 
An employee assigned to this classification is responsible for managing the maintenance, repair, and renovation of County owned and/or leased buildings; overseeing the operations and maintenance of the facilities preservation program.
 
Work is performed under the direction of a higher level supervisor and is reviewed through conferences, reports, and observation of results obtained.

Advocates building organizational culture through aligning decisions with core values including: integrity, honesty, respect, diversity, innovation, accountability and communication.

Manages and coordinates the activities of subordinate supervisors and employees including determining work procedures and schedules; issuing instructions and assigning duties; reviewing work; recommending personnel actions; conducting performance reviews; and conducting departmental training and orientation.
 
Directs, coordinates and reviews the County's program in the areas of facility planning, utilization, real estate management, facilities preservation and construction work, building maintenance and grounds, including the oversight of custodial services. 
 
Establishes short and long-term facility utilization plans for general services facilities.
 
Develops and manages operating budgets supporting general services buildings; monitors expenditures and contracts in accordance with established procedures; ensures projects remain within budget. 
 
Reviews federal, state and local laws, rules and regulations governing the programmatic areas supervised and ensures departmental compliance with those regulations through standard operating procedures, administrative directives, staff meetings and other management tools. 
 
Serves as administrator of the Facilities Maintenance Management System including annual maintenance plans; oversees the operations of the Computerized Automated Maintenance Work Order System; ensures maintenance services are prioritized, assigned and delivered in a timely manner.
 
Establishes, implements, and manages programs for quality assurance, process improvement, regulatory compliance and productivity enhancement.
 
Responsible for effective cost management associated with maintaining the facility, equipment and furnishings; develops and implements business processes that ensures cost efficient facility operations and minimize and/or eliminate unplanned infrastructure and building systems downtime.
 
Develops, implements and updates procedural and managerial systems to enhance the integration and operation of the department and ensures consistency with county wide policies and procedures.
 
Ensures workload prioritization for customer service and maintenance operations; manages workflow, distribution, workload, measurement and evaluation. 
 
Manages security, alarm and fire suppression/detection systems and ensures compliance to applicable building, fire, electrical, mechanical system standards and codes; manages, at the department level loss, injury prevention programs with environment, health and safety standards.
 
Oversees special projects as assigned.

Coordinates activities with other County departments; coordinates activities with various city, state and federal agencies. 
 
Operates, as required, motor vehicles (including departmental motor vehicles) in order to conduct facility site reviews and inspections for assigned buildings & sites throughout the County.
 
Acts in the Director's absence when required.

Performs the duties listed, as well as those assigned, with professionalism and a sense of urgency.
