Early Intervention and Outreach Projects Coordinator (HIV Program)

The Oregon Health Authority (OHA), Public Health Division (PHD), HIV, TB and STD Section, HIV Early Intervention Services and Outreach (EISO) program in Portland, OR is recruiting for an Early Intervention & Outreach Projects Coordinator to coordinate and monitor HIV/STD prevention projects that support outreach, education, testing, partner services, and linkage to, and re-engagement in, HIV care and treatment services. The HIV/STD/TB Section analyzes and reports epidemiologic data on HIV, STD and TB infections, and develops, implements and evaluates evidence-driven programs. Our objectives are to educate Oregonians about the impact of HIV, STD and TB infections; to assist in the development of local and national public policy related to the prevention and care of these infections; and to coordinate with and inform other agencies of the services available to persons affected by these diseases.

What will you do?
As the Early Intervention & Outreach Projects Coordinator you will create short and long term integrated prevention projects across the HIV and STD programs. 

Your duties include the following:
  • Facilitating connections among organizations to develop and enhance collaboration for agencies conducting HIV/STD and Viral Hepatitis program activities
  • Leading project teams to implement pilot projects with internal and external partners to advance the goals of the HIV prevention, care and STD programs
  • Researching and collecting information on standards of practice and service delivery to ensure projects are developed using the most current methodology
  • Overseeing project team schedules and work plans using project management systems and tools to ensure established timelines are met
  • Communicating project planning outcomes to program management and ensuring reports are completed and disseminated to project managers and project teams
  • Developing procedures, guidance, systems and forms to ensure efficient flow of information, work flow and delivery of services
  • Writing proposal requests and work statements for work complete through contracts and grant agreements
  • Monitoring assigned contracts, to include the 'Oregon Reminders' project contract and contracts to provide 'Early Intervention Services' for HIV.
  • Working with contractor and staff to implement contract goals and meet project deliverables
  • Providing technical assistance and training to ensure projects meet desired goals

MINIMUM QUALIFICATIONS
A Bachelor's Degree in Public Health, Business or Public Administration, Behavioral or Social Sciences, or a degree related to Public Health; AND two years of experience coordinating or administering a program related to Public Health.
OR
Any combination of experience or education equivalent to five years of experience coordinating or administering a program related to Public Health.
